The French government has written to Liverpool to apologise to their fans for the "successive failures" behind the Champions League final crowd-safety scandal that "may have brought back particularly painful memories" of the Hillsborough disaster. Amélie Oudéa-Castéra, the country's sports minister, wrote to the club in response to a letter by their chairman, Tom Werner, angrily rebuking her over her widely-discredited claim after the match that up to 40,000 supporters with fake tickets were to blame for the chaos. News of Oudéa-Castéra's letter emerged on the same day as the publication of the first formal report into the scandal, which found a catalogue of "failures" by French authorities – and not Liverpool fans with counterfeit tickets – were responsible.
