At the conference, Mr. Phan Van Mai, Chairman of the HCMC People’s Committee, said that the city wants to listen to the opinions of investors, including their proposals, for authorities to prepare the legal frameworks, orientations, and conditions for enterprises to develop in the future.

“Besides attracting new investments, we also need to restructure existing ones. The city is responsible for creating the space, legal framework, and conditions to support enterprises to increase the value of projects,” Mr. Phan Van Mai emphasized.

Since its establishment in 2002, SHTP Management Board has granted investment registration certificates to 163 projects, with a total investment capital of over US$12 billion. Of which, FDI capital is over $10.1 billion, and domestic capital is over $1.96 billion. The accumulated total value of high-tech production of the SHTP is estimated at $120.307 billion, with export value at $112.024 billion and import value at $105.299 billion. Up to now, SHTP has formed strong ecosystems in the fields of electronics – IT, biotechnology – pharmaceuticals, precision mechanics – automation, and new material technology.

Ms. Le Bich Loan, Deputy Head of SHTP Management Board, announced preferential policies for investment in SHTP, as well as projects, such as smart factories and logistics centers, and introduced investors to the Science Park, which prioritizes research and development projects and activities.

“In the coming time, investment attraction into SHTP will aim to magnet projects with advanced technology, attached with exploiting the strengths established ecosystems,” said Ms. Le Bich Loan.

At the conference, some investors complained that the investment licensing procedure took too long. Mr. Pham Tan Dat, a representative of an investor specializing in big data, said that the SHTP Management Board needs to have many programs to announce new guidelines and policies of the city on attracting investment, as well as commitments on administrative procedures for investors to access investment in SHTP more easily.

Chairman Phan Van Mai affirmed that the city made efforts to solve the investment licensing procedure, but many documents still take a long time, causing a loss of time and efforts of investors, with some projects two years late. “We are aware of this shortcoming and are committed to quickly resolving the investment licensing procedures for investors,” said Chairman of the HCMC People’s Committee Phan Van Mai.

On this occasion, SHTP Management Board gave investment adjustment certificates to three projects with an additional investment capital of more than $841 million and VND180 billion.

Specifically, the project of Samsung Electronics HCMC CE Complex Co., Ltd., increased the investment capital by more than $841 million, sending the accumulated investment capital to more than $2.84 billion; the Hoa Binh Innovation Center project added VND150 billion, raising accumulated investment capital to VND900 billion; Vietnam Pharmaceutical and Standard Substances Factory project adjusted the investment capital by VND30 billion, increasing accumulated capital to VND300 billion.

Hanoi (VNS/VNA) – The Ministry of Transport has asked the Directorate for Roads of Vietnam (DRVN), the Vietnam Expressway Corporation (VEC), the Vietnam Infrastructure Development and Finance Investment Joint Stock Company (VIDIFI), and other service providers to realise the Prime Minister’s request on completing automatic non-stop toll collection (ETC).

The ministry requested VEC to direct service providers and related units to urgently install and operate the ETC system on highways by July 31.

In case of delay, the ministry will handle it according to its competence or report it to authorities for strict handling in accordance with the law, including the suspension of toll collection.

The ministry asked DRVN to direct and coordinate with VEC in deploying the ETC system on highways managed by VEC, ensuring the schedule and smooth operation.
Meanwhile, VIDIFI was asked to continue piloting the ETC on the Hanoi-Hai Phong Expressway only.

In particular, the service providers must pay attention to information dissemination about the ETC on the expressway and prepare plans for traffic regulations and remote warnings to limit vehicles that are not eligible to enter the expressway, causing traffic jams and poor safety.

DRVN will support VIDIFI in successfully piloting the operation of ETC on the Hanoi-Hai Phong Expressway.

Besides, the agency has to make monthly reports on the pilot ETC operation’s results and propose the time of ending the operation as well as amending, supplementing and completing mechanisms, policies, legal regulations and other related issues on ETC.

Regarding the increase in the rate of using ETC payment tags (e-tags), the ministry requires ETC service providers to raise service quality to reach 80-90 per cent of the vehicles nationwide to use e-tags by September.

VNDR will direct and support service providers in increasing carding and expanding services to achieve the target rate of vehicles affixed with e-tags, the ministry said.

To install ETC stations on expressways, the ministry requested the DRVN to direct build-operation-transfer (BOT) investors managed by the ministry to coordinate and support localities in the installation before June 30.

The toll collection will be suspended at stations behind schedule.

According to the DRVN, by the end of May this year, the number of vehicles with e-tags was nearly 3 million, reaching more than 65%, an increase of more than 648,000 vehicles compared to before December 31, 2021.

Currently, there are 48 ETC lanes belonging to stations managed by the Ministry of Transport (excluding the 12 lanes belonging to the Cau Gie-Ninh Binh Expressway managed by VEC) and 52 ETC lanes belonging to stations under local management that need to be installed.

The DRVN will continue to mobilise and require vehicle owners to use e-tags and ETC service to reach at least 90% of vehicles affixed with e-tags to use the ETC service by September.

The agency will also coordinate with the traffic police to strictly punish vehicle drivers who are not eligible to enter the ETC lanes causing traffic obstruction as per Government Decree No 123/2021./.

The trip left a strong impression on them of a peaceful, cozy, and simple place with human love and delicious dishes.

As there was no flight from Quy Nhon to Hue, they chose to travel by train.

The train departed from Quy Nhon at 9:00 am and arrived in Hue at 6:30 pm.

During the nine-hour train journey, the team enjoyed the imposing and beautiful scenery of Vietnam, such as aircraft when passing Hai Van Pass, romantic beaches, and majestic mountains.

“Local residents talk gracefully thanks to their special voice. I love listening to them although I cannot understand all of what they say.”

Not flashy or luxurious, Hue is simple and romantic with its rains, rivers, people, and dishes, all gently stealing the hearts of tourists and making them fall in love with this place.

Actually, Hue is a place to love and to remember.
