Republicans across the country push legislation to restrict drag show performances

Washington (CNN) A slew of bills, mostly in Republican-led states, are looking to restrict or prohibit drag show performances in the presence of children, part of a larger fight over a burgeoning culture war issue.

Republicans say the performances expose children to sexual themes and imagery that are inappropriate, a claim rejected by advocates, who say the proposed measures are discriminatory against the LGBTQ community and could violate First Amendment laws.
As transgender issues and drag culture are increasingly becoming more mainstream, such shows — which often feature men dressing as women in exaggerated makeup while singing or entertaining a crowd, though some shows feature bawdier content — have occasionally been the target of attacks , and LGBTQ advocates say the bills under consideration add to a heightened state of alarm for the community.

Bills in at least 11 states across the country are working their way through legislatures, though none have yet been signed into law, according to a CNN review.

Legislation in Tennessee and Arizona , which seek to limit “adult cabaret performances” on public property so as to shield them from the view of children, threaten violators with a misdemeanor and repeat offenders with a felony. A bill in the Texas legislature would include restaurants and bars that host drag performances under the state’s definition of a “sexually oriented business.”

Under the terms presently being considered in West Virginia, parents or guardians of children who are either involved in drag shows or permit their children to be in the presence of one could be “required to complete parenting classes, substance abuse counseling, anger management counseling or other appropriate services” as determined by the state.
Shangela, a drag performer who has competed on “RuPaul’s Drag Race,” told CNN in an interview that as the drag community has gained visibility, “it becomes a greater target and a greater point of possible division.”

“Now (people are) seeing drag. They’re seeing it on their cable networks, they’re seeing it in film, and it’s being represented authentically. And it’s forcing, it’s driving conversations that have never had to be had before. And some people are afraid of that,” she said.
Jonathan Hamilt, the executive director of Drag Story Hour, a non-profit organization that features performers reading to children, believes bigotry is the motivation behind the bills.
“If drag wasn’t rooted in gay culture and rooted in queer community, I don’t think it’d be up for debate,” Hamilt said. “Nobody is banning clowns, nobody is banning miming. This is nothing new, this is just the 2023 trending version of what homophobia looks like.”

‘This bill is not anti-drag. It is pro-child’

“Drag meddles in stories about gender, beauty, and culture,” drag queen Sasha Velour wrote for CNN in 2017. “Even in the act of lip syncing, we choose a song — a preexisting story that’s deemed ‘straight’ or ‘normal’ or ‘nothing out of the ordinary’ — and then we squeeze our beautiful queer bodies into it, shifting the meaning, disrupting the total effect. Drag makes room for us queers as we are (or perhaps more importantly, as we imagine ourselves) in the center of every recognizable narrative.”
Republican sponsors of some bills, however, claim such performances are adult in nature and potentially harmful to children.
“When you take one of these little kids and put them in front of drag queens that are men dressed like women, do you think that helps them or confuses them in regard to their own gender?” Arkansas state Sen. Gary Stubblefield, a Republican who sponsored legislation that passed in the state Senate last month, asked during floor remarks.
“This bill is not anti-drag. It is pro-child,” Tennessee state Sen. Jack Johnson told CNN in a statement. “I am carrying the legislation to protect children from being exposed to sexually explicit drag shows that are inappropriate for minor audiences. It is similar to laws that prohibit children from going to a strip club.”
Johnson’s press secretary, Molly Gormley, insisted to CNN that the bill , which looks to limit “entertainment that appeals to a prurient interest,” is specifically aimed at “sexually explicit” drag performances and that the senator is “not taking issue with drag shows or children at drag shows.”
A Montana bill , which flatly seeks to prohibit children from attending drag shows, would block drag performances at publicly funded libraries or schools, a reference to events such as Drag Queen Story Hours, which have occasionally faced backlash from far-right groups. During an event last year, Proud Boys interrupted as drag queen Panda Dulce was reading to children at the San Lorenzo Library in California.
Several sponsors to whom CNN spoke said some constituents complained about the shows, while others offered anecdotal examples of performances they described as sexually explicit.
“You have the constitutional right as an adult to engage in sexual activity, you have the constitutional right to go to a drag performance. And no one in Texas is actually trying to stop that,” said Texas state Rep. Nate Schatzline, a Republican. “I think when we see minors involved in activities that are inappropriate for a child to be involved in, that’s where we as legislators have to step up and say, ‘Hey, we have to draw a line,’ because ultimately it’s our job to protect the liberties of those that are citizens in the state of Texas and to protect those that can’t protect themselves.”

LGBTQ advocates fear chilling effect

Advocates of LGBTQ and free speech rights fear that the laws, if passed, would have a chilling effect on the performances and argue that the language is vague.
“It’s not clear to me that a trans man for example, who wrote a book, would be able to do a book reading at a local book store under these bills. A high school couldn’t perform a Shakespeare play like Twelfth Night because Twelfth Night explicitly in its plot includes a woman dressed as a man,” said Kate Ruane, the director of Pen America’s US Free Expression program.
Sarah Warbelow, the legal director for the Human Rights Campaign, noted that the bills don’t amount to outright bans on drag performances but “libraries, book stores, regular theaters and restaurants would have to comply with all adult business regulations, and they are unlikely to do that so they’re more likely to cancel the shows.”

Some drag shows indeed may be inappropriate for children, Shangela acknowledged. But, she said, “you can’t characterize the world of the drag by one particular type of show, the same way that you can’t characterize the way a television film by one particular program.”
“The world of drag is no different than any other aspect of entertainment in our world,” she said. “If you are a parent that is concerned about what your child is seeing, then you stay involved in what you’re allowing your child to be exposed to.”

UK weather: Further wet conditions forecast by Met Office

The UK is bracing for a thunderous storm crashing into Britain in a matter of hours that could see vicious winds surge to a dangerous 70mph. Persistent and heavy rain will drown most of the country this week, with the Met Office forecasting bouts of heavy rain and a risk of thunder. Several other UK weather forecasters have also warned of thunderstorms rumbling over the country, along with some of the highest winds seen so far this year.

The latest weather maps from WXCHARTS show a huge band of heavy rain sweeping across the Atlantic and into swathes of southern Britain on Wednesday evening.

Downpours are forecast to again sweep in over the Atlantic in the early hours of Friday morning and drown most of the country by mid-afternoon.

As much as 16mm could fall in southern areas of the UK in a 24-hour period, with that section of the UK weather map turning watery blue.

AccuWeather Senior Meteorologist and Lead European Forecaster Tyler Roys warned millions of Britons should prepare for “several rounds of rain” this week that could continue all the way into the weekend.

He said as a result of the persistent rain, localised flooding un some areas of the South West are possible on Thursday night and into Friday, while a ferocious “wind storm” could crash into the country that could see gales surging to as high as 70mph.

Mr Roys told Express.co.uk: “The rest of this week is expected to remain unsettled with several rounds of rain. The first one is today, another one moves through tomorrow, with a third round of wave arriving Thursday afternoon and continuing into Saturday.

“Following this, it likely that high pressure is likely to take over the weather across the UK. This area of high pressure will be centred around Scandinavia.

“There could be some localised flooding in poor drainage areas in southwest England on Thursday night into Friday, mainly in the typical areas that residents see.”

He added: “A wind storm is likely to be racing into southern England. The strong winds from this storm are likely to be across southwest England and the coastal regions of the English Channel.

“Winds could gust as high as 70mph for southwest England and the English Channel islands otherwise gusts up to 60mph likely.

“The expectation of the storm at this time is that it will be losing its intensity, therefore the strong winds are not expected to be widespread.”

BBC Weather has warned in its latest forecast of heavy rain, hail, thunderstorms and frequent “strong and squally winds”, as well as at risk of localised flooding.

The forecaster said: “The rest of the week will be mostly mild and unsettled, with low pressure and frontal systems coming in from the Atlantic, bringing periods of rain interspersed with brighter but showery periods.

“Some of the rain and showers will be heavy, with risks of hail, thunderstorms and occasionally strong and squally winds. There will be risks of localized flooding. Northern Scotland could still be chilly enough for some sleet or snow in the Highlands.”

Netweather Senior Forecaster Jo Farrow warned “Atlantic weather fronts” will dominate much of the UK weather this week, all of which could trigger “hefty downpours and strong winds”.

Gale-force winds may barrel over the English Channel with the stronger than normal winds hitting the south coast on Thursday night.

Ms Farrow wrote in her latest weather forecast: “The sunshine and high pressure will soon be shoved out of the way by Atlantic weather fronts.

“The high shifts over mainland Europe and then the central Mediterranean by midweek. One major Atlantic low will throw weather fronts across the UK during Tuesday and Wednesday before the centre moves northwards towards Iceland.

“A smaller, deepening low will then nip towards southern England and the Channel Islands on Thursday night and Friday. Wrapped around this could be some hefty downpours and strong winds.”

“The strongest gusts and possible gales shown on the UKV model look to be through the English Channel and over northern France.

“Other models show very windy weather hitting the south coast during Thursday night and Dover Straits on Friday morning. It is still a few days away so it will be worth keeping an eye on this part of the forecast.”

Can’t ignore Savarkar’s sacrifice in freedom struggle, but more pressing issues in country today: Sharad Pawar

Defending Congress leader Rahul Gandhi, who is being targeted by the Bharatiya Janata Party for speaking about issues in India on foreign soil, he said this is not the first time an Indian has spoken about issues in the country while abroad.

Nobody can ignore late Hindutva ideologue VD Savarkar ‘s sacrifice for the country’s independence struggle but disagreements over him cannot be made a national issue today as there are many pressing matters to focus on, said Nationalist Congress Party chief Sharad Pawar on Saturday. Defending Congress leader Rahul Gandhi, who is being targeted by the Bharatiya Janata Party for speaking about issues in India on foreign soil, he said this is not the first time an Indian has spoken about issues in the country while abroad.

Pawar was speaking at the Press Club in Nagpur, where he also visited Union minister Nitin Gadkari’s home.

To a query on whether he spoke to Rahul Gandhi about Savarkar and if the Congress leader would slow down in his criticism of the late Hindutva ideologue, Pawar said leaders of 18-20 political parties recently sat and discussed major issues before the country.

The BJP has accused Gandhi of repeatedly “insulting” Savarkar. It is also organising Savarkar Gaurav Yatra in his honour.

“I suggested that there is a need for us to deliberate on the way the country is being run by those in power,” he said.

Pawar said, “Today, Savarkar is not a national issue, it is an old thing. We had said a few things about Savarkar but it was not personal. It was against Hindu Maha Sabha. But there is another side to it as well. We cannot ignore the sacrifice made by Savarkar ji for the independence of the country.”

About 32 years ago, Pawar said, he had spoken in Parliament about Savarkar’s progressive views. He said Savarkar built a house in Ratnagiri and also constructed a small temple in front of it. “He deputed a person from the Valmiki community to perform puja in the temple. I think this was a very progressive thing,” said Pawar.

The NCP leader said there is no need to thrust Savarkar into the national narrative especially because there many other major issues concerning the common public.

On the BJP’s criticism of Gandhi, Pawar said the Congress leader also has the freedom to put his opinion like everyone else.

Asked if it is proper for a leader to speak about issues concerning India on foreign soil, Pawar said one should not give much importance to it as this has not been done for the first time.

The NCP leader leaders criticised the government in the past as well. “Only now such issues are being brought up repeatedly. If people feel agitated over something in the country and if an Indian talks about it, then I think those issues should be addressed.”

To a query if he thinks Lok Sabha and state elections will be held together in 2024, Pawar said they won’t happen at the same time.

During his Nagpur visit, Pawar also visited Union minister Nitin Gadkari at the latter’s home and called it a courtesy visit. On the request of Gadkari to Pawar, a sub-centre of Vasantdada Sugar Institute , Pune, is coming up in Nagpur. Pawar is the president of this institute.

Ukraine has “probably the best army in the world at the moment,” retired Australian army major Mick Ryan said in March.

“And it’s not probably, they are,” he added to Ukrainian media.

“They’re the most experienced at modern warfare, they’ve demonstrated that over the last 13 months,” and despite heavy losses since the outbreak of all-out war, Kyiv’s armed forces had learned many lessons, Ryan said.

The reality, however, may be more complicated, experts say. Ryan’s statement went “definitely too far,” according to political scientist Pavel Baev—but in his assessment it was a “deliberate and perhaps morale-boosting” evaluation.

Battle-Hardened Ukrainians

The Ukrainian armed forces are “gaining in strength every week,” Baev, a research professor at the Peace Research Institute Oslo and a senior nonresident fellow at the Brookings Institution, told Newsweek . Kyiv’s military is engaging in clashes each and every day, building up battle experience—but this is something Russia is doing, too.

“There’s no doubt that the Ukrainians have more recent combat experience than any other country other than Russia,” Mark Cancian, a senior adviser with the Center for Strategic & International Studies International Security Program, previously told Newsweek .

The armed forces of the U.S., U.K. and China, which are not engaged in fighting like Ukraine and Russia, are not amassing the same experience.

And it’s experience that is being gained across the Ukrainian population. The country’s armed forces, having undergone significant changes since the beginning of 2022, now include many fighters who had not even been part of the military prior to February 24, 2022.

Among these new recruits was former infrastructure minister Volodymyr Omelyan, who told Newsweek in March that he enlisted on the very day of the invasion.

Ukraine’s armed forces are “absolutely” the best by a measure of total high-end combat experience, military analyst David Stone told Newsweek. Ukraine’s practical experience in high-end, modern warfare, which “counts for a lot.” But it is a specific kind of war, Stone said, as opposed to the likes of counterinsurgency or guerrilla warfare, which would require a different set of skills.

U.S. military counterinsurgency operations in Iraq and Afghanistan furnishes its armed forces with this different kind of combat experience, Stone said.

“Ukraine has the best army in the world for the sort of war that Ukraine is fighting,” defense and military technology expert Michael Peck told Newsweek .

“The Ukrainians have shown remarkable adaptability and ingenuity in battling a larger and better-equipped Russian invasion force.”

But fighting to defend your country, as Ukraine is doing, is always different to heading off to war in another country, Stone argued.

“That will to fight, that will to defend, that unifying sense of national purpose, is difficult to quantify,” according to David Dunn, professor of political science at Birmingham University, U.K. Tough to pin down with numbers or facts, it is nonetheless is a “huge” consideration, he told Newsweek.

“Societal resilience is just as important as the size of the army,” former U.S. Army Europe commander Lt. Gen. (Retd) Ben Hodges said.

Size of the Armed Forces

Just how big a country’s armed forces are is clearly an important consideration, however. As of 2023, Russia had an estimated 1,330,900 people listed among its total military personnel, compared with 500,000 for Ukraine, according to data published by Statista in February.

Russia had 830,900 active soldiers, with Ukraine at 200,000, according to this data. Both countries had reserve forces of 250,000 people.

Russia’s active soldier count was the fifth highest worldwide, according to Statista. In first place was China, with two million active soldiers in 2022. India was second, the U.S. third, and North Korea fourth.

Russian President Vladimir Putin has repeatedly moved to increase the size of Russia’s armed forces since the start of the Ukraine war, including through the “partial mobilization” of 300,000 Russian fighters in September 2022. It is not known precisely how many casualties Russia has sustained in the fighting so far; Kyiv’s estimates in late March put the figure above 170,000 , which is higher than typical Western estimates.

Russia has remained tight-lipped about its losses, not offering an update since fall 2022. Mobilization, however, means that personnel numbers “have increased relative to previous years’ figures,” according to the International Institute of Strategic Studies’ annual Military Balance report for 2023.

But combat experience, bringing crucial advantages to both Russia and Ukraine, is a “double-edged sword,” Stone said. It is not known how many of Ukraine’s experienced officers remain when it comes to the lower rungs of the command chain, he added. In the initial stages of the war, Russia l ost significant amounts of its “elite” or more experienced personnel , refilling ranks with less experienced recruits.

Replete with young recruits without specific skillsets in a top-down structure, Russia’s army has a “very difficult character” to the Ukrainian armed forces that are now pulling diverse expertise from a population that would not otherwise be involved in the military, Dunn said.

NATO weapons and ‘remarkable adaptability’

Ukraine’s pre-war armed forces were decked out with Soviet-era weaponry, now supplemented with the likes of NATO-standard main battle tanks and Western air defense systems. In late March, German-made Leopard 2 and the British Challenger 2 tanks rolled into Ukraine, and the U.S. said it would speed up deliveries of Patriot surface-to-air missile systems.

This flow of Western artillery and weapons to Ukraine is “modernizing Kyiv’s inventory and delivering improved capability,” according to the IISS report, released in February 2023. Ukraine’s artillery and vehicles are undergoing a “transformation, thanks to Western assistance,” the think tank wrote.

Ukraine’s newly formed brigades are gaining experience with new weapons systems, integrating these capabilities into their forces as time goes on, Baev said.

Ukrainians, although “obviously extremely dependent on Western aid,” nonetheless “learn how to use new equipment faster than any soldiers I’ve ever seen,” Hodges said.

“Some types of equipment are simply better than others,” Stone said. “Certainly, the equipment that Ukraine is getting will be able to improve their military performance.”

“But that’s only one element,” he added, despite the addition of Western tanks providing an important new capability for Ukraine’s military.

“Technology is a great asset, but it’s not going to decide who wins on the battlefield,” Marina Miron, post-doctoral researcher at the War Studies Department, King’s College London, U.K. told Newsweek. Experts say that armed forces’ ability to use the equipment at their disposal, which entails adequate training, logistics, planning and combined arms tactics, determines just how well a military can perform.

And while Ukraine has received upgraded kit, “there’s no doubt that Russia has done enormous damage to its military capability,” Stone said. It has “burned through” much of its modern stocks, resorting to older equipment to replace these losses, he added.

“The fact that the Russians are going to antiquated systems shows that they are not able to keep up,” he said. “Certainly in terms of material quality, the Russian army has taken an enormous hit.”

Military Spending

The United States’ military spending far outstrips that of other nations, according to Statista. In 2021, U.S. military spending constituted 38 percent of the total military spending across the globe.

In second place—but far behind the U.S.—came China, followed by India, the U.K., and then Russia. Prior to the start of the Ukraine war, Kyiv’s military expenditure had been on the rise since 2016, Statista figures show, accounting for around 4 percent of the country’s gross domestic product (GDP) in 2020 and dipping slightly in 2021.

But military spending fluctuates over time. By the end World War II, the U.S. and U.K. had a far bigger proportion of the population in the military, because “when a country is in a position where the stakes are very, very high, they can mobilize a lot of their population,” Stone said.

The same principle applies to military budgets, he said, because “if you’re fighting for survival, then you’re going to put a huge amount of your economy into into the war effort.” Compared with the Cold War era, U.S. military spending has dropped, but compared with present-day European NATO countries, it remains higher.

Ukraine Playing Catch-Up

Despite the capabilities Ukraine has gained over the past year, its armed forces still have a “major weakness,” Baev said. The “severe shortage of airpower” for Ukraine means “it cannot be compared with the U.S. or Chinese armies,” despite Russia failing to establish air dominance in Ukraine.

It is hard to paint an accurate picture of Russian and Ukrainian losses throughout the war, but Statista figures for 2023 showed Russia to have more than 4,100 aircraft, compared with Ukraine’s 312.

However, Russia’s air force—like those of the U.S., U.K., and China—claims to have fifth-generation fighter jets. Although some experts doubt whether Russia’s jets, such as the Su-57, can actually be classed as such, they still offer more advanced capabilities than the Soviet-era jets Ukraine is operating. Poland and Slovakia have donated MiG-29s that Ukraine has maintained in its fleet for years, but these do not make for a significantly upgraded air force .

Western countries have resisted Kyiv’s calls to donate NATO-standard fighter jets, such as the F-16, which would be a boost to those Ukraine has at its disposal. But experts say it is not just a question of how advanced the jet is: it’s a combination of the aircraft and the logistics, the supply chains, the support apparatus and the training.

Although many Ukrainian servicepeople have received some training on their new NATO equipment, their chances of using new weapons systems and tanks to their full potential will increase over time.

But the future of Ukraine’s armed forces remains uncertain. With the outcome of the war still in the balance, it is not yet known what shape Kyiv’s military will take once emergency military aid from its Western backers drops off.

“Clearly Ukraine has superior will to win,” Hodges said, but the current levels of Western military aid will not last forever. “Whether or not they have the necessary logistics to win will depend on us,” he added.

But although the tranches of military aid may dwindle, the “cauldron of war has forged new capabilities” for Ukraine, Dunn said. Ukraine’s military has undergone intensive, rapid training to be “absolutely at the forefront” of warfare innovation, he added, and will remain on the front line of European security for a while to come.
