India gets $1.75 bn World Bank loan for health, private investment

Synopsis

India gets a loan of USD 1.75 billion (about Rs 13,834.54 crore) from the World bank in efforts to fund India’s PM Ayushman Bharat scheme and private investment in order to boost the economic growth.

The World Bank has approved loans totaling USD 1.75 billion (about Rs 13,834.54 crore) to fund India ‘s PM Ayushman Bharat scheme and private investment in order to boost the economic growth.

Out of the total loan, USD 1 billion will go towards the health sector, while the rest USD 750 million will be in the form of development policy loan (DPL) to fill the financing gaps through private sector investment in the economy.

The World Bank Board of Executive Directors approved two complementary loans of USD 500 million each to support and boost India’s health sector.

With the help of this combined financing of USD 1 billion, the World Bank will support India’s flagship Pradhan Mantri-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), the World Bank stated in a release on Friday.

The funds will be used to improve public healthcare infrastructure across the country. In addition to the national-level interventions, one of the loans will prioritize seven states namely Andhra Pradesh, Kerala, Meghalaya, Odisha, Punjab, Tamil Nadu, and Uttar Pradesh, the multi-lateral funding agency reported.

Separately, its board approved the DPL to the union government to support reforms critical to addressing financing gaps by leveraging private sector investment in infrastructure, small businesses, and the green finance markets.

Furthermore, under health, two loans which are Public Health Systems for Pandemic Preparedness Programme (PHSPP) and Enhanced Health Service Delivery Programme (EHSDP) are designed to be complementary and transformational in impact.

It will support the Indian government’s reform agenda to accelerate universal coverage, improve quality, and increase the resilience and preparedness of the health system, the World Bank said.

PHSPP will support the government’s efforts to prepare India’s surveillance system to identify and report epidemics of potential international concerns; enhancing capacity to detect pathogens, including zoonotic diseases; strengthen coordination and build institutional capacity of core public health institutions.

While EHSDP will support the government’s efforts to strengthen service delivery through a redesigned primary health care model; improve quality of care by supporting the National Quality Assurance Standards certification across Health and Wellness Centres (HWCs); and transform the health sector governance and accountability by strengthening implementation capacity.

World Economic Forum official calls for strengthened collaboration between public, private stakeholders in health sector

“To face this and other future challenges, the public and private sectors must come together and co-create solutions to support those in the medical profession and their ability to carry out their essential work,” Shyam Bishen, Head of Health and Healthcare at the WEF said. The World Economic Forum’s Platform for Shaping the Future of Health and Healthcare is dedicated to building, facilitating, and scaling such partnerships.

A top official of the World Economic Forum has called for strengthening collaboration between private and public stakeholders to scale innovative solutions that can better address present and future health challenges. Though the medical profession has transformed in recent decades in India, health systems and health workers were pushed to their limits during the Covid pandemic, Shyam Bishen , Head of Health and Healthcare at the WEF said in a statement on National Doctor’s Day.

“The Indian health sector will continue to be strained over the coming years due to an aging population and the growing burden of chronic disease.

“To face this and other future challenges, the public and private sectors must come together and co-create solutions to support those in the medical profession and their ability to carry out their essential work,” Bishen said.

The World Economic Forum’s Platform for Shaping the Future of Health and Healthcare is dedicated to building, facilitating, and scaling such partnerships.

“We are working with our multi-sector community to advance initiatives to support those in the medical profession and deliver better health outcomes,” he said.

One of the initiatives include leveraging technologies to combat non-communicable diseases. This is to rethink the way the global community delivers care for chronic conditions across the patient journey through the utilization of artificial intelligence, tele-health solutions, and digital infrastructure, Bishen said.

The Partnership for Health System Sustainability and Resilience Initiative aims to build knowledge, guide action and facilitate cross-sectoral collaboration to strengthen health system governance, workforce development, and care delivery through the international exchange amongst stakeholders, he said.

Listing more initiatives, Bhishen said the global health equity network which fosters multisectoral investments in sustainable solutions that can better address the medical and social determinants of health equity, which will decrease such inequities within marginalized and under-represented communities.

Health Ministry directs States to improve COVID-19 vaccine coverage

Over 3.66 crore first doses of COVID vaccines have been administered in the 12-14 years age group, according to a Health Ministry report of Thursday, with the Ministry advocating for increased vaccination coverage for children and the elderly population, following a rise in cases from several parts of the country.

“More than 193.53 crore vaccine doses have been provided to States and more than 11.59 crore balance and unutilised vaccine doses are still available with States,’’ the Health Ministry said.

It added that States have been directed to accelerate vaccination coverage, especially of the 60-plus years elderly population, and that of the second dose in the 12-17 years population groups. “States are to also ensure that vaccines that expire first are administered first, preventing any wastage of resources,’’ the Ministry said.

In addition, the Ministry has now advised States to follow the ‘Operational Guidelines for Revised Surveillance Strategy in context of COVID-19’ issued by the Centre on June 9. The revised surveillance guidelines call for sewage and wastewater surveillance, which may provide early warnings on a potential local surge of COVID-19, the Ministry said in its communication to the States.

The Ministry has also advised States to initiate random RT-PCR screening of about 2% of international passengers in each incoming flight, and genomic sequencing of all positive specimens. These measures are aimed at the long-term integration of COVID-19 surveillance within the existing Integrated Disease Surveillance Programme (IDSP) mechanism.

In his letter to State governments, Union Health Secretary Rajesh Bhushan asked States to adhere to the revised strategy, focusing on early detection; timely management of suspected and confirmed cases; and containment of outbreaks of new coronavirus variants.

According to the revised strategy, all healthcare facilities are to report ‘influenza like illness’ (ILI) cases, and monitor Severe Acute Respiratory Illness (SARI) cases in all district hospitals and select tertiary hospitals, and undertake their RT-PCR tests for COVID-19. District Surveillance Officers (DSO) will be responsible for analysing the data. “Five per cent of ILI cases shall be tested through RT-PCR,’’ the Health Ministry added.

State IDSP are also required to share data on a fortnightly basis, and labortatories testing for COVID-19 should upload their data on Indian Council for Medical Research portal. “Please ensure that the guidelines are disseminated to all districts, and identified health facilities and labs across the state and their implementation shall be ensured,’’ the letter said.

The revised strategy further stressed on community-based surveillance for early detection of unusual events in the community, such as large outbreaks, unusual clinical presentation of cases, mortality, etc.

Mr. Bhushan said the three-pronged genomic surveillance strategy should be implemented by States, and positive samples from large clusters, or outbreaks in the community and unusual events, should also be sent for whole genome sequencing.

“I am sure the State governments and UT [Union Territory] administrations shall make these guidelines to enable us to retain and build on the gains made so far in this fight against COVID-19,” the letter said.

Andhra Pradesh: NTR varsity signs MoU with Rotary Club on health project

Dr. NTR University of Health Science has signed a Memorandum of Understanding (MoU) with Rotary International District-3020 on “Know your Numbers’ as part of non-communicable diseases (NCDs) aligned with Project Positive Health.

In a statement on Thursday, university Registrar K. Sankar said that the programme was attended by Vice-Chancellor P. Shyam Prasad, NSS programme coordinator K. Vivekananda, Rotary International governor M. Rama Rao and Rotarians V. Bhaskarram, former district governor G.V. Mohan Prasad, M. Venkateswara Rao, R.V. Subba Rao and Samaram Gora.

The Rotary Club members handed over the equipment required to the university authorities and the pilot project is scheduled to start on July 2.

Hanoi (VNA) – President Nguyen Xuan Phuc commended the health care sector for its achievements over the past years and urged the Government and the health sector to take measures to quickly address the current crisis in the sector as many medical workers are leaving their jobs, and hospitals suffer from a shortage of medicine and medical supplies.

The State leader attended a ceremony on June 28 to mark the 50th founding anniversary of Vietnam Pharmaceutical Corporation (Vinapharm), where he presented the first-class Labour Order to the corporation. health sector and Vinapharm to perfect mechanisms and policies, especially those related to finance, to improve the quality and efficiency of medical services; address the overloading at hospitals; expand the coverage of universal health insurance and health insurance payments; and better control medical costs.
