Big announcement in few weeks: Vaishnaw on conversational AI tool

IT Minister Ashwini Vaishnaw on Monday hinted at a “big announcement” in a few weeks in the context of conversational AI tools.

To a specific question on whether India can build something equivalent to the conversational AI tool ChatGPT, the minister said “wait for a few weeks, there will be a big announcement”.

When asked about what the big announcement might be, the minister said, “Parliament is in session, so I cannot say anything…” He declined to give further details.

Vaishnaw was speaking at the India Global Forum event.

It is pertinent to mention that ChatGPT has dazzled the world with its conversational skills and triggered an AI (Artificial Intelligence) chatbot race.

The new AI chatbot tool — created by the San Francisco artificial intelligence company OpenAI — has over the past weeks exploded in popularity and grabbed headlines.

It can be tasked to provide definitive answers to questions, responds to user prompts, and based on online information, it can churn out scripts, speeches, song lyrics, homework material, articles, marketing copy, classroom essays and even draft research paper abstracts.

india: India’s Paytm wins regulator extension for payment aggregator licence application

Indian financial technology company Paytm Payments Services Ltd has received an extension from the country’s banking regulator to apply for a payment aggregator licence and aims to reapply in about 15 days, the company said.

Paytm Payments Services , in the meantime, can continue with the online payment aggregation business for its existing partners, without taking on any new merchants, the company said in a notification to stock exchanges on Sunday.

Paytm Payments Services Ltd is a wholly owned subsidiary of One 97 Communications.

Payment aggregators, platforms that bring together various online payment options, must be licensed by India ‘s central bank and banking regulator, Reserve Bank of India .

In November, India’s banking regulator had declined a payment aggregator licence for the One 97 Communications unit that owns the popular Paytm brand.

The company said that the latest move has no material impact on its business and revenue and for the offline part of the business, the company can continue to take on new merchants and offer them payment services.

As the US invests billions in local semiconductor manufacturing to end its dependence on China , the bonhomie between Chinese President Xi Jinping and his Russian counterpart Vladimir Putin can be seen as an effort by Beijing to somehow negotiate on raw materials needed in semiconductor manufacturing.

Russia and Ukraine are major producers of two key materials used in semiconductor manufacturing – neon and palladium.

Ukraine represents about 70 to 80 per cent of the global supply of neon, while Russia produces about 35 to 45 per cent of the world’s palladium supply.

For many years, chip manufacturing has been consolidated in Southeast Asia and China.

However, in recent days, India and the US have come closer to establishing a semiconductor supply chain and innovation partnership under the framework of India-US Commercial Dialogue.

China, which is the leader in chip manufacturing, is wary of the changing dynamics and is keen to explore new avenues to continue holding its leadership position in the global semiconductor industry.

The China-Russia summit, according to experts, can be one such attempt to control the raw material supply to nations which align with the US Chips Act and are investing hugely in the country.

Washington’s Chips and Science Act and its requirements for companies receiving incentives are likely to put South Korean chipmakers’ ability to navigate business uncertainties and balance between the US and China to the test.

The Biden administration has announced conditions for subsidies under the $53 billion act, designed to revitalise the American chip industry, secure supply chains and keep China’s technology advances in check.

According to Global Times, South Korea’s semiconductors export to China, its largest trade partner, almost halved in January, impacted by the US’ stepped-up chip war against China.

The Ministry of Trade, Industry and Energy said that South Korea’s exports in January fell 16.6 per cent year-on-year to $46.3 billion. Chip sales, the country’s top export item, plunged 44.5 per cent to $4.8 billion.

However, Chinese experts said South Korean chipmakers can’t afford to lose the massive Chinese market.

The South Korean ministry has said it will continue to closely consult with the US government to relay South Korean chipmakers’ concerns and positions on the issue.

Samsung Electronics and SK hynix, the world’s two largest memory chip makers, have significant semiconductor manufacturing operations in China, with Samsung producing some 40 per cent of its NAND flash and SK hynix manufacturing about half of its global DRAM chips in China.

In the US, Samsung is building a $17 billion chip facility in Taylor, Texas, and SK hynix has said it planned to select a site for a semiconductor packaging plant there in the first half.

However, being squeezed between the intensifying US-China tech rivalry is nothing new for the two chipmakers, according to Yonhap news agency.

Last October, Washington announced a set of measures that restrict exports of advanced semiconductor manufacturing equipment to companies in China.

The sweeping export curbs, among other things, demand companies receive a license for equipment exports to Chinese firms that make advanced chips, such as DRAM chips that are 18 nanometers (nm) and below, NAND flash chips with 128 layers or more, and logic chips 14 nm and below.

The two firms then received a one-year waiver from the US government through close consultation and discussion with Washington.

India, which is a close ally of Russia, has also embarked upon a semiconductor manufacturing journey and wishes to become a global chip hub.

Ashwini Vaishnaw , Minister for Electronics, Railways and Telecom , said this month that the government is focused on strengthening the semiconductor industry for India.

“We are talking to all stakeholders in the semiconductor industry. It’s a new industry and an uphill task, but we are committed to do what is needed,” he said while addressing the CII Partnership Summit.

“We should see a vibrant semiconductor industry in the next three to four years,” the minister added.

The Indian government has approved Rs 76,000 crore ($10 billion) to attract investments in the field of semiconductors and display manufacturing.

Vedanta and Foxconn recently signed a Memorandum of Understanding (MoU) with Gujarat government to invest Rs 1,54,000 crore to set up India’s first semiconductor and display manufacturing plant.

As India and the US double down on local semiconductor manufacturing, the municipal government of Guangzhou in China has invested 200 billion yuan ($29 billion) to establish funds that will help spur activities involving semiconductors.

With the recent supply chain issues in the chip market due to the Russia-Ukraine war, and now a China-Russia summit, India needs to play its diplomatic cards well in order to become a global chip manufacturing hub.

google: Google Messages may soon get company’s ChatGPT rival Bard for replies

Google ‘s Messaging app, Google Messages , has some pretty nifty features, including Smart Reply . This feature lets users send short replies or a reaction to text messages. But, the suggestions are limited to ‘Sounds great?’ ‘Thanks’ and short phrases like this. But what if someone wants to say more than that? Well, Google is reportedly working on bringing AI to Messages, which should give more thorough replies.

According to a recent report by 9to5Google, an APK teardown of the beta version of Google Messages has uncovered a new feature that appears to be in development. Within the composition box of the messaging app, there is a button that bears a sparkle icon resembling the one used by Bard , Google’s ChatGPT competitor. This could be a sign that Google may be working on incorporating an AI-powered feature into its messaging service that is designed to generate automatic responses.

Google’s Smart Reply may get smarter
This new development, if it proves true, could change how people communicate through messaging. Using AI to generate replies, Google Messages could offer users a faster and more efficient way of responding to messages, much better than the now Smart Reply feature.

Despite similarities to Smart Reply, there are several distinctions with this newly discovered feature. For instance, the generated message is not sent automatically but is shown to the user within the composition box for review and editing before being sent. Additionally, the tool generates more comprehensive responses instead of just Thanks or Sounds great. So, this is maybe to replace Smart Reply in the future.

As per the report, using the feature results in the composition box displaying only “(TODO!),” indicating that the feature is still in the early stages of development. If we were to guess, the feature would probably be based on Bard or its underlying technology to fill in the field with a complete message automatically.

It is important to note that the feature is still under development, and the presence of a code snippet does not necessarily mean that the feature will ship. But, considering the ongoing AI wars between the big tech giants, AI might soon come to Google Messages.

Role of Deep Tech in national security indispensable despite challenges: India Invest report National security protects citizens from external threats, helps to preserve territorial integrity , and contributes to economic stability by deterring aggression and ensuring access to vital resources, says a report published by Invest India , the investment promotion agency run by the Central government.

The report titled ‘ Deep Tech & National Security’ released by Invest India explains the significance of Deep Tech in these words:

“DeepTech or deep technology is a term used to refer to the class of technologies that are based on scientific and engineering breakthroughs and have the potential to be commercialized, including disruptive technologies such as Artificial Intelligence (AI), Machine Learning , 3D Printing , Advanced Materials, Internet of Things (IoT), Blockchain and Augmented & Virtual Reality.”

The report is basically a survey of the implications that Deep Tech has for India’s national security. Massive investments have been made in the area of cyber security but the companies and government institutions remain vulnerable to cyber attacks.

The report declares that the Indian government’s recognition of the indispensable role Deep Tech is poised to play in as sensitive a sphere as national security is witnessed in a statement made in 2020 by the former Chief of Army Staff (COAS), MM Naravane: “The battle winning factor in future combat may not be numerical equivalence but technological superiority… technological capacities in enabling domains like AI (artificial intelligence) and cyber will decisively tip the military balance.”

Deep Tech has the potential to improve the performance and efficiency of tanks, artillery guns, fighter planes, and missiles. These technologies can enable the military commanders to make precise decisions for tracking, identifying and annihilating the targets.

In his foreword to the report, Sheel Vardhan Singh, IPS, Director General, CISF, says, “The adoption of Al in the sphere of national security has its own challenges, spanning the ethical and regulatory realms. Advances in Artificial Intelligence will progressively multiply the threats, challenges, and opportunities from the national security perspective. India is also taking steps in the field of military Al to be better prepared to face the future battlefield.”

According to the report, till the end of 2021, India had over 3,000 Deep Tech startups, dabbling in technologies like Artificial Intelligence, Machine Learning, Internet of Things , Big Data, quantum computing, robotics, etc.
