Rishi Sunak repeatedly dodges questions over future of HS2 rail

Rishi Sunak has repeatedly refused to say whether the HS2 high-speed rail line will run to Manchester, in a series of BBC regional interviews.

Speculation has grown as ministers have not guaranteed the second leg of the line, from Birmingham to the North West, will be built.

The prime minister said the government was ensuring “we get value for money”.

Responding to questions, he instead talked about local bus links and improving roads by fixing potholes.

The issue of whether the line to Manchester will go ahead could overshadow the Conservative party conference, beginning in the city on Sunday.

Questions over whether it will go ahead have hung over ministers for two weeks, after photographs of documents identifying possible savings for parts of the line north of Birmingham appeared in the press.

Mr Sunak and Chancellor Jeremy Hunt met earlier this month to discuss the much-delayed project, whose costs have ballooned since the first estimates were produced over a decade ago.

Work has already started on the first part of the line, running from London to Birmingham.

It was originally then meant to run to Manchester and Leeds. However, the leg to Leeds was scrapped in 2021 over concerns about the cost.

Speculation has also mounted that the leg to Manchester could now be delayed, or scrapped altogether.

There have also been suggestions the government could also decide that the leg to London could stop at Old Oak Common, a new terminus in the west of London, instead of Euston station, in a bid to save money.

The first estimate for the project in 2010 was for about £33bn. The most recent official estimate, excluding the cancelled Leeds leg, adds up to about £71bn.

However this was in 2019 prices, so it does not account for the spike in costs for materials and wages, for example, since the Covid pandemic.

Asked on BBC Manchester whether the line would run to the city, Mr Sunak said he was “not speculating on future things”.

Pressed on whether it was under review, he replied: “[the] government is always making sure that we get value for money out of everything we do”.

Adding that most journeys across the North West were made by car, he said repairing potholes on the roads was “priority number one that people raise with me”.

He also went on to talk about the importance of boosting local bus services between northern towns and cities, adding it was “the most popular form of public transport”.

Asked how he would travel to Manchester for the Tory conference, he said he would “probably” drive because of train strikes taking place this weekend .

Dozens of businesses and business groups, as well as several regional mayors, have urged the government to renew its commitment to HS2.

The government has not said whether separate plans to boost rail connections between Leeds, Manchester and Liverpool will go ahead if the line to Manchester is scrapped.

The scheme, branded Northern Powerhouse Rail (NPR), includes a mix of new and upgraded lines and is meant to use a section of the HS2 line from Manchester Airport to Manchester Piccadilly, the city’s main station.

Andy Burnham, the Labour mayor of Greater Manchester, has said scrapping the Manchester leg of the line would “rip the heart” of NPR.

Ministers propose scrapping pollution rules to build more homes

EU-era water pollution restrictions for housing developments are to be scrapped in a bid to build more homes, the government has announced.

Up to 100,000 new homes could be built by 2030 if rules around building houses near waterways in protected areas are loosened, the government said.

Ministers argue water pollution from new homes is “very small” and will be offset by £280m of investment.

But environmental groups described the move as “disgraceful”.

The change will lead to “lots more poo in our rivers” and “not solve root causes of housing problem,” Wildlife Trust chief executive Craig Bennett said.

However, developers welcomed the plans, saying nutrient neutrality rules prevented thousands of homes from being built.

Stewart Baseley, executive chairman of the Home Builders Federation, said housebuilding had been blocked “despite wide acknowledgement that occupants of new homes are responsible for only a tiny fraction of the wastewater finding its ways into rivers and streams”.

Natural England rules mean 62 local authorities cannot allow new developments unless builders can prove their projects are “nutrient neutral” in protected areas, including Somerset, Norfolk, Teesside, Kent, Wiltshire and the Solent.

The government have announced plans to scrap these rules through an amendment, or change, to the Levelling Up and Regeneration Bill, currently going through the House of Lords.

By removing the restrictions, developers will deliver an extra £18bn in economic activity, the government said.

Alongside the move the government is announcing new environmental measures including doubling investment to £280m for the Nutrient Mitigation Scheme run by Natural England.

The new environmental measures will mostly target farming and water companies to restore protected waterways. An extra £166m in grants will be made available to farmers for improved slurry storage to reducing nutrient run off into rivers and wetland.

The government said it is also working on new laws expected to “drive significant investment” from water companies to upgrade wastewater treatment works.

What is nutrient neutrality?

A project is “nutrient neutral” if it can prove it will not add extra nutrients to the surrounding water.

While nutrients may sound healthy, flooding an area with substances such as phosphates and nitrates can reduce the quality of water, harm wildlife and cause excess algae growth.

The nutrient neutral rules have been in place since 2019 following a ruling by the European Court of Justice.

In protected areas across England, developers must prove they will not cause any nutrients to seep into nearby water for new building projects to be granted nutrient neutral status before they can begin building – rather than allowing builders to mitigate the impact of their work across multiple developments.

Research by the Environmental Audit Committee in Parliament found agricultural pollution is “the most common factor” for ecological damage in the UK’s rivers and other water bodies.

But housing developments can also pose a risk due the wastewater and sewage that can come from new homes – as well as the run-off from construction sites.

‘Tackle causes of pollution’

Prime Minister Rishi Sunak said a “disproportionate and poorly targeted old EU ruling” had blocked thousands of homes being built in the UK.

“Thankfully we can now reverse that, and alongside that we are investing hundreds of millions of pounds to continue protecting and enhancing our precious natural environment,” he said.

Environment Secretary Thérèse Coffey said: “These new plans will cut nutrients and help support England’s precious habitats whilst unlocking the new homes that local communities need.”

Labour’s shadow housing secretary Lisa Nandy said: “With housebuilding projected to fall to the lowest level since World War Two and our rivers full of sewage, the Conservatives are failing on both housing and the environment.”

And Lib Dem leader Sir Ed Davey said: “Our rivers and our seas need more protection, not less”.

The Wildlife Trust’s Mr Bennett told BBC Radio 4’s Today programme the nutrient neutral rules are “very modest” as they “require the housebuilders not to cut pollution, but just to stop it getting worse”.

“Unfortunately, the housebuilders have been adept over many years at wriggling out of their environmental commitments and they’ve succeeded yet again,” Mr Bennett added.

Clean rivers campaigner Feargal Sharkey has described the government’s scrapping of pollution rules as “a complete and utter shambles”.

He told BBC Radio 4’s the World at One programme “the environment has now been left to fend for itself”.

Water pollution became a highly politicised issue over the summer, with the Liberal Democrats accusing water firms in England and Wales of failing to reveal how much sewage was being pumped into rivers, lakes and coastlines.

Industry body Water UK called the claim “fabricated and completely false”, saying firms were fixing the problem.

Dan Wootton sacked by major UK news website after fallout over GB News interview

Laurence Fox suspended by GB News

GB News host Dan Wootton has reportedly been sacked by a major UK news website.

It comes after a fallout over vile comments made by Laurence Fox on Wootton’s show on Tuesday evening.

Fox made misogynistic comments about female journalist Ava Evans , and Wootton was quick to apologise on Fox’s behalf.

But after Fox hinted Wootton ‘laughed’ after the interview, Wootton was also suspended – and has now reportedly been sacked from MailOnline, where he writes a regular column.

A spokesperson for DMG Media, the parent company of MailOnline, said: “Following events this week, DMG Media can confirm that Dan Wootton’s freelance column with MailOnline – which had already been paused – has now been terminated, along with his contract.”

Speaking as a guest on Tuesday’s Dan Wootton Tonight, the actor-turned-politician made a series of remarks about Ava Evans, the political correspondent for online news site Joe, including asking: “Who would want to s**g that?”

Former actor Fox later posted a text exchange between the two men appearing to show Wootton joking about the controversial moment, for which he has since apologised.

GB News is currently navigating the fallout from a “misogynistic” view Fox delivered on the host’s programme directed at JOE political correspondent Ava-Santina Evans which left the journalist feeling “physically sick”.

TV bosses suspended the commentator for his “inappropriate” comments questioning “who would ever climb into bed” with the journalist after massive public backlash.

The exchange has led people to claim he was throwing Wootton “under the bus” after the GB News flagship presenter apologised for the commentator’s outburst.

X user Stuart said: “When you’re thrown under the bus, pull them under with you.”

Wootton previously wrote on social media: “I want to reiterate my regret over last night’s exchange with Laurence on GB News.

“Having looked at the footage, I can see how inappropriate my reaction to his totally unacceptable remarks appears to be and want to be clear that I was in no way amused by the comments.”

He added: “I reacted as I did out of shock and surprise in an off-guard moment while working out how to respond as he continued to speak by searching for tweets @AvaSantina had sent earlier in the day while having them read out in my ear at the same time.

“However, I should have intervened immediately to challenge offensive and misogynistic remarks.

“I apologise unreservedly for what was a very unfortunate lapse in judgement on my part under the intense pressure of a bizarre exchange.

“I know I should have done better. I’m devastated that I let down the team and our supportive GBN family.

“We seek to tackle the issue and not the person, which I intend to stress again on air tonight.”

The development timeline for the Vulcan 20-20 is expected to culminate in 2029. Alongside its scientific advancements, it is poised to provide a significant boost to employment opportunities within the scientific community. Mr. Freeman highlighted the economic implications, stating, “By investing £85 million to give our research community the edge in leading crucial scientific discoveries, we are also delivering hundreds of highly skilled jobs in science and engineering that boost the UK science sector and grow our economy.”

Professor John Collier, Director of CLF, articulated the historical significance of the Vulcan laser in a statement. He affirmed, “Vulcan has been the flagship laser at CLF for many years and is widely recognized internationally as a pioneering facility. Over the past 40 years, it has made important contributions to plasma physics research and hundreds of PhD students have been trained at the facility. It is timely for Vulcan to undergo its next major upgrade, making it ready to serve a new generation of scientists, ensuring the UK retains its leadership role in this field.”

From ‘romantic urges’ to urinating in the Élysée Palace: when political pets misbehave

A dog has always been man’s best friend. But not, it appears, always a politician’s best friend, as Joe Biden has found out to his dismay.

The President’s two-year-old German shepherd, Commander, is in the doghouse after biting a Secret Service agent at the White House on Monday night . Commander has reportedly “broken protocol” – bureaucratese for bitten – more than 10 times in a five-month period, including one incident in November, where an officer was admitted to hospital after being bitten on the arm and thigh.

First Lady Jill Biden’s office released a statement saying: “The White House can be a stressful environment for family pets, and the First Family continues to work on ways to help Commander handle the often unpredictable nature of the White House grounds.”

But he is not the only First Dog to be caught behaving badly. Soon after Biden took office, another of his German shepherds, Major, was sent away to Delaware after a similar “biting incident” (and not long after he allegedly defecated on the White House carpet).

Biden’s decision to reappoint DOTUS (Dog of the United States) after Donald Trump’s pet-free presidency was a savvy one, even if it hasn’t quite gone to plan.

Every politician is aware of the power of some strategic “puppaganda” for a popularity boost, if not just how quickly it can backfire.

In Westminster, puppies have a lengthy history as a political prop. Churchill had brown miniature poodles, Rufus and Rufus II; Clement Attlee had an Airedale terrier, Ting.

Whatever your views of Boris Johnson, who could resist Carrie Johnson’s pride and joy – the couple’s rescue Jack Russell cross, Dilyn? But the mischievous Dilyn got into all sorts of trouble.

He landed the then-prime minister with a four-figure bill in February 2021 after he soiled carpets and chewed priceless books and furniture at Chequers; reportedly cocked his leg over an aide’s handbag; and struggled to contain his “romantic urges”, which led to him humping Dominic Cummings’s leg. While Biden defended Major until the very last, Johnson asked for someone to: “Someone please shoot that f—— dog!” after the damage caused by Dilyn.

Perhaps a trusty labrador – beloved of the British upper classes – would have been a safer bet. Although not necessarily. French president Emmanuel Macron’s rescue Labrador-griffon cross, Nemo, made a faux pas when he was caught on video urinating on a fireplace in the Élysée Palace during a meeting with junior ministers in 2017. “I wondered what that noise was,” one of them said.

Often dogs are a humanising touch; a reminder that, no matter how lofty they may seem, politicians are really just like us. But they can even be used as a diplomatic weapon.

When Putin called his enormous black labrador, Konni, into a 2007 meeting with former German Chancellor Angela Merkel after learning she has a profound fear of dogs, it was interpreted by many as an attempt to intimidate her. Putin, for his part, defended Konni and said he was just being friendly.

In America, presidential pets wield incredible power. Research has suggested that in the 2008 presidential campaign, dog-owning voters penalised Obama for not owning a pooch – by 2012, the family’s Portuguese water dog, Bo, was frequently photographed during his re-election campaign.

In 1952, a dog even saved Richard Nixon’s presidential bid. Nixon had been accused of accepting financial gifts for personal use. In a misty-eyed address to the nation on September 23 that year, he said there had been no financial impropriety, although his family would keep one gift no matter what – their beloved cocker spaniel, Checkers. He later swept to victory and September 23 is celebrated as National Dogs in Politics Day.

The latest pet reshuffle in British Parliament saw Rishi Sunak opt for a fox red Labrador named Nova. He too harnessed the political power of a puppy pic by introducing Nova on his Instagram page in 2021.

Nova made headlines in March this year after she was filmed breaking wildlife protection rules and wandering around the Serpentine in Hyde Park off the lead.

Yet when it comes down to it. Nova is no match for Larry, the famous Downing Street tabby cat, who has his own Twitter account. Sunak’s wife Akshata Murty recently said, “Nova has mixed emotions about [living here] because she sometimes doesn’t get on with Larry the cat… they’ve had some heated exchanges.”

In the Westminster turf wars, 16-year-old Larry, who has lived through five prime ministers  – David Cameron, Theresa May, Boris Johnson, Liz Truss and Sunak – is clearly top dog.
