Suella Braverman says Rwanda is safe for migrants despite evidence of 2018 killings

Suella Braverman has insisted Rwanda is a safe country for migrants, despite evidence that 12 Congolese refugees were shot dead by police there in 2018.

When asked on BBC One’s Sunday with Laura Kuenssberg programme about the shootings, the home secretary said she was “not familiar” with the case.

The government plans to send some migrants to Rwanda if they arrive in the UK through illegal routes.

The High Court has found Rwanda to be safe, Ms Braverman said.

But she acknowledged the plans were still facing a legal challenge.

She also refused to commit to a date for achieving the government’s goal of stopping small boats crossing the Channel.

And it was notable that Ms Braverman would not repeat her previously stated hope of getting legal immigration under 100,000 a year – not least because there is tension in the cabinet over what is realistic.

Under the government’s proposals, people who arrive in the UK through illegal routes could be sent to Rwanda on a one-way ticket to claim asylum there.

In December the High Court ruled the plan was legal, but the decision is going through an appeals process.

Ms Braverman was asked about evidence from the United Nations refugee agency , dating from 2018, that a group of Congolese refugees were shot during protests over cuts to food rations.

After being shown a video of the aftermath, the home secretary said: “That might be 2018, we’re looking at 2023 and beyond.

“The High Court, senior expert judges, have looked into the detail of our arrangement with Rwanda and found it to be a safe country and found our arrangements to be lawful.”

She added that Rwanda has “a track record of successfully resettling and integrating people who are refugees or asylum seekers”.

The government’s legislation made provisions for individuals to challenge the decision to send them to Rwanda in “extreme circumstances” of “unforeseeable, serious and irreversible harm”, she said.

The Rwandan government has said the actions of the police in 2018 were a last resort and that there was violence at the protest.

Last month several papers reported that a source in the Home Office had claimed there were plans to get flights to Rwanda off the ground by the summer.

But the government has not committed to a timeframe publicly.

Ms Braverman said she believed the Rwanda policy would have “a significant deterrent effect” so that people would stop making the journey across the Channel to the UK.

Prime Minister Rishi Sunak has made stopping small boat crossings one of his top priorities and he will be under pressure to show progress has been made before the next general election, which has to be held by January 2025.

The home secretary refused to commit to a date for achieving this goal.

She said she wanted to deliver on the pledge as quickly as possible but said the government could not control timeframes for the ongoing legal challenge over the Rwanda policy.

“There’s a hearing later this month, we need to wait for the court to adjudicate,” Ms Braverman said. “I can’t control court deadlines and therefore we will respect any decision from the court but we have to abide by the timelines set by the judges.”

Labour’s shadow communities secretary Lisa Nandy said the Rwanda policy was “a con trick being perpetrated on the British people”, as it would most likely never materialise.

She added that it had cost the taxpayer “a huge amount of money and hasn’t seen a single person go to Rwanda”.

The Liberal Democrats said Ms Braverman’s comments showed that the Rwanda plan was “unworkable” and “on hold”.

The government has recently introduced new legislation that would place a duty on the home secretary to detain and remove those arriving in the UK illegally, either to Rwanda or another “safe” third country.

People removed from the UK would be blocked from returning, or seeking British citizenship in future.

The legislation is currently making its way through Parliament but still needs to be approved by MPs and peers.

The bill is likely to face opposition in the House of Lords and it could be months before it becomes law. Even after that, it could still face legal challenges.

Last October, Ms Braverman said her “ultimate aspiration” was to get net migration – the difference between the numbers entering and leaving the UK – down into the tens of thousands.

Pressed repeatedly on whether she still wanted this to happen, she said: “I support our manifesto commitment to get overall migration numbers down, including legal migration.”

She added that the large numbers coming to work and study in the UK put pressure on housing, schools and health services.

“Those are reasonable concerns and we need to make sure we’re getting the balance right of encouraging our domestic workforce back into the labour market and also ensuring that we do allow those highly skilled workers, those people who will come and help various sectors in our economy to thrive,” she said.

Last year, UK net migration hit a record high of 504,000 .

1. Baking soda

Fiona Jenkins, gardening expert at MyJobQuote.co.uk , said: “Baking soda works well on moss, however, it works best on dry days.

“Sprinkle some baking soda over the affected area and leave it overnight. Then, sweep away the remnants the next day.”

Gardeners could also opt for the spray method which involves adding two to three tablespoons of baking soda into around one litre of water.

Stir gently until the baking soda has completely dissolved, and place the solution into a spray bottle.

Take care when spraying to avoid nearby plants, and repeat applications may be necessary to completely kill the moss.

2. Boiling water

The expert explained: “Carefully pour boiling water over the area, being sure to cover every part of the moss.

“Then, scrub the affected area with a stiff brush. Once the moss is loose, use a hose to wash away the debris.”

The pros at Outdoor Moss added: “Be sure that all areas are free from any other obstructions before beginning this process – such things will only make removing moss growth much harder.

“Boiling water is a simple and effective way to kill moss without using any harmful chemicals. However, this method may need repeated attempts as some moss is tougher than others.”

3. White vinegar

Fiona said if gardeners have stubborn moss marks on their paving, it is worth using water and white vinegar to remove them.

To do so, create a mixture consisting of half vinegar and half water and place the mixture into a spray bottle.

The expert explained: “Spray the mixture across the affected area and leave it to sit. Then, scrub the area with a stiff brush before hosing the area off.”

White vinegar is a great cheap method to remove moss and weeds from paving slabs.

It is the acetic acid in the product which can kill the moss, but be careful using it around garden plants and the lawn.

4. Pressure washer

Ultimately, using a pressure washer will be the quickest way to get rid of moss, and so if Britons have one, they could try using it to get rid of moss.

Fiona noted: “Pressure washers are great for removing moss. Spray the affected areas with high pressure water using your pressure washer.

“This is a great way to blast away the moss and is also a great way to clean your paving.”

5. Washing powder

Washing powder helps to break down the cell walls of moss, causing the plant to dehydrate and die.

According to Ben Hilton, gardening expert at The Yard and Garden, washing powder is effective on moss, but only in moderation and only targeting the moss.

Supermarket own brands of washing powder can be picked up for as little as £2 and can work to kill moss as well as algae.

Woman, 21, killed in Merseyside crash on M62 and man arrested

A man has been arrested after a 21-year-old woman was killed in a crash on the M62 in Merseyside this morning.

The collision between a grey Vauxhall Corsa and a silver Mercedes C180 happened in the early hours of Saturday between junctions five and six of the motorway.

A man and a woman were rushed to hospital but the woman, a passenger, died.

The man received treatment for non-life-threatening injuries, police said.

A 22-year-old man was arrested on suspicion of causing death by dangerous driving.

The M62 westbound carriageway remained closed on Saturday morning and drivers were asked to find an alternative route as police investigated.

Merseyside Police thanked the public for their patience while they dealt with the collision.

Detective Sergeant Kurt Timpson, from the force’s Matrix Serious Collision Investigation Unit, said: “Firstly my thoughts and condolences are with the family of the woman who has sadly lost their life in this collision.

“We have now launched an investigation into her death and her family have been informed. They are being supported by our specially trained liaison officers.

“My investigation team are in the early stages of gathering and examining evidence so that we can provide the family with answers.”

The electric bike two boys were riding when they were killed in a collision was a birthday present for the younger victim, family members have said. After a community vigil for Kyrees Sullivan, 16, and Harvey Evans, 15, in Ely on Friday, the younger boy’s aunt and grandmother said next month should have seen him celebrate his 16th birthday.

Balloons, fireworks and flares were released to remember the teenagers, whose deaths sparked rioting amid claims police were pursuing them before they died.

CCTV footage of a marked South Wales Police van following the teenagers as they rode a Sur-Ron electric bike quickly spread online after the incident, leading to violent clashes and disorder in Ely.

Harvey’s aunt Hayley Murphy and grandmother Dawn Rees told the BBC the boy’s mother stood at the police barrier for more than two hours begging to know if her son and his friend were still alive.

Ms Murphy said: “We were stood at the barrier and we were begging them, begging them, to tell us if they were alive or dead , and they wouldn’t tell us nothing – and then someone ran into the crowd and said, ‘I’ve got a video of the police chasing them’, and that is what started it.”

She added: “That’s what got everyone angry, so I understand because we wasn’t getting no answers.”

The rioting saw nine people arrested and left 15 police officers injured, according to South Wales Police.

Claims of a pursuit were denied by Alun Michael, the Police and Crime Commissioner for South Wales, but the force has since confirmed a van was following Kyrees and Harvey.

The two women, remembering Harvey, said he had loved e-bikes and scooters doing “everything” with his pal Kyrees.

Ms Rees said: “They loved each other like brothers.”

Ms Murphy also voiced her lack of faith and trust in the police – sentiments which were echoed by other family members at the 1,500-strong vigil earlier that night.

John O’Driscoll, Harvey’s great uncle, said Monday’s night riot “was wrong” but “was out of frustration”.

He said: “It was because a lot of the boys get abused by the police around here and so that’s why things kicked off.

“They were just young boys. Everyone rides bikes and scooters around here. Yes, we find them annoying, but that’s just what they do.

“But as soon as those coppers saw they had no helmets they should’ve stopped.”

Another of Harvey’s uncles said at the vigil: “We’re all tarred with the same brush here, especially given what happened on Monday.

“But this is the true Ely. Look how many people have turned out to pay their respects. The only difference between Monday and today is that the police aren’t here.”

It was understood the police had been asked not to attend.

Many of those gathered held blue balloons and wore white T-shirts with pictures of Kyrees and Harvey, while others stood silently in tears. A moment of silence was held before the crowd broke into applause.

Hundreds of floral tributes and messages have been left at the scene of the accident in Snowden Road since Monday.

The Independent Office for Police Conduct (IOPC) has launched an investigation into the circumstances.

It has appealed for witnesses who may have seen the moments before the crash and said the investigation is examining the “nature of the police interaction” with Kyrees and Harvey and the “appropriateness” of the officers’ decisions and actions.

The watchdog is also considering whether the police officers’ actions in the van constituted a pursuit, and whether the interaction between the officers and the boys was “reported appropriately by the officers prior to and following the collision”.

IOPC director David Ford: “Our thoughts and sympathies remain with the family and friends of Kyrees and Harvey, as well as all those affected by the loss of two young lives in such a close-knit community as Ely.

“Our investigators have been conducting inquiries and securing evidence in the immediate vicinity of where the events took place, speaking to local residents, distributing leaflets and gathering as much relevant information as possible.

“I am truly grateful for the co-operation and assistance we have received from people within the local community.”

Mr Ford added: “We are working hard to establish the exact circumstances of what took place in the period leading up to the collision. I would like to reassure everyone in the community that our work will be thorough, impartial, and independent of the police.”

Politicians and community leaders met to discuss the aftermath of Monday’s tragedy.

First Minister Mark Drakeford said: “This week, two families are grieving for their sons and the people of Ely have experienced a collective trauma. My thoughts are with the families and friends of Harvey and Kyrees.

“Representatives of the local community and public agencies, including Action in Caerau and Ely, the Welsh Government and Cardiff Council today met in Ely.

“We have agreed to jointly sponsor a grassroots-led initiative to create a community plan for Ely, to respond to the long-term needs of residents. It will be focused on actions and outcomes for people in Ely.”

Man threatened to kill late Queen during US visit in 1983, FBI file reveals

A man affected by the Troubles in Northern Ireland claimed to be plotting to assassinate Queen Elizabeth on a trip to the US in the 1980s, an FBI document reveals.

Released on the FBI’s online vault, the document outlines what appears to be intelligence provided to federal agents about a threat to the Queen’s life in California 40 years ago.

The Queen and her husband, the Duke of Edinburgh, made an official visit to the west coast of America in February and March 1983.

The file states that a phone call was made by “a man who claimed that his daughter had been killed in Northern Ireland by a rubber bullet”.

It adds: “This man additionally claimed that he was going to attempt to harm Queen Elizabeth and would do this either by dropping some object off the Golden Gate Bridge onto the royal yacht Britannia when it sails underneath, or would attempt to kill Queen Elizabeth when she visited Yosemite National Park.”

The file refers to a club which “has a popular reputation as a republican bar that is frequented by sympathisers with the Provisional Irish Republican Army (PIRA)”.

Another document, among more than 100 pages published by the FBI online, this time relating to the Queen’s state visit to the US in 1991, reveals concerns that Irish groups were planning to protest at the monarch’s attendance at a baseball game as well as a White House event.

The information came from the Philadelphia Irish paper titled Irish Edition.

The file said: “The article stated anti-British feelings are running high as a result of well publicised injustices inflicted on the Birmingham Six by the corrupt English judicial system and the recent rash of brutal murders of unarmed Irish nationalists in the six counties by loyalist death squads.

“Though the article contained no threats against the president or the Queen, the statements could be viewed as being inflammatory.

“The article stated that an Irish group had reserved a large block of grand stand tickets.”

A separate file among the documents, dated 1989, pointed out that while the FBI was unaware of any specific threats against the Queen “the possibility of threats against the British monarchy is ever present from the Irish Republican Army (IRA)”.
