Thai university student arrested over illicit child content trade on Line platform

The Department of Special Investigation (DSI) forwarded a case involving a well-known university student who administered a covert group sharing explicit child content . The individual circulated the illicit material and advertised it for sale to minors under 18 years of age on the Line platform, with prices ranging from 150 to 500 baht (US$4 to US$14). This information was revealed today.

The DSI’s Technology and Information Case Department initiated the proceedings yesterday. The defendant in question had been found in possession of explicit child material, which was then advertised for sale on the Line platform.

This case follows an incident on August 14, where the Child Sexual Exploitation Crime Center (CSECC), led by Yotsan Rungsrangamsiri, Deputy Director of the Technology and Information Case Department, raided and arrested a 19 year old Thai male student from a university in Pathum Thani.

He was found to be in possession of a vast amount of explicit child content , no less than 5,000 files, showing children in school uniforms from primary to secondary level, all disseminated on the Line platform, reported KhaoSod.

The DSI charged him with possessing explicit child content for his own or others’ sexual gratification, for commercial purposes, or distribution.

Prison sentence

This crime, under the Thai Penal Code, Articles 287/1 and 287/2, and the Computer Crime Act, B.E. 2550 (2007), is punishable by imprisonment for a term of 3-10 years, or a fine of 60,000 to 200,000 baht. The platform in question had a significant number of users and a large amount of money circulating within it.

Further investigations by the DSI revealed a number of links to other individuals who also possessed explicit child content for their own or others’ sexual gratification.

The DSI is continuing to extend its investigations. The public is warned that the possession of explicit child content for one’s own or others’ sexual gratification is punishable by imprisonment for a term of 5-7 years or a fine of up to 140,000 baht.

If the possession is for commercial purposes or for distribution, the punishment is 3-10 years of imprisonment or a fine of 60,000-200,000 baht under the Thai Penal Code, Articles 287/1 and 287/2.

The DSI urges anyone with information or evidence related to child sexual exploitation or the distribution of explicit child content to report it to the relevant authorities for further action. Reports can be made via the DSI’s website www.dsi.go.th or through the DSI’s hotline, 1202, which is a free nationwide service.

Saregama will acquire a 52% stake in Mumbai-based digital content producer Pocket Aces for Rs 174 crore, as per a stock exchange filing.

Indian music label Saregama will acquire a 52% stake in Mumbai-based digital content producer Pocket Aces for Rs 174 crore in an all-cash deal, valuing the startup at Rs 334.6 crore, according to a stock exchange filing.

Saregama will invest another Rs 15 crore for an issue of fresh shares, in addition to a secondary purchase of shares from some of the existing shareholders, taking its stake to 92.61%.

Existing Pocket Aces investors include Peak XV Partners , formerly Sequoia Capital India, and 3one4 Capital .

“Acquiring Pocket Aces will add on a whole new dimension of IP (intellectual property) and a distribution network of over 95 million followers, which Saregama will leverage to further popularise its music library among the 18-35 audience segment. It will also create synergies across artist and influencer management and long-format video creation businesses of the two companies,” the company said in a stock exchange filing on Thursday.

Pocket Aces operates digital content channels like FilterCopy, Dice Media and Gobble as well as esports streaming platform Loco. In 2018, Pocket Aces became the first digital company to sign a multi-show deal with American digital streaming company Netflix in India.

Saregama said that the first tranche of the acquisition and primary subscription of additional shares is expected to be completed within two months of the date of execution, while the next tranche of secondary purchase of shares will come through within 18 months.

“This acquisition signifies the confluence of tradition and innovation. While we have always been leaders in the realm of music and media, this partnership with Pocket Aces will add new dimensions to our business as we tap into the burgeoning young digital audiences,” said Avarna Jain, vice chairperson, Saregama.

On February 6, ET reported that Pocket Aces had laid off a fourth of its workforce as it transitions to a lean operating model to save costs and become profitable in the coming financial year.

Founded by Ashwin Suresh, Anirudh Pandita and Aditi Shrivastava, Pocket Aces recorded operating revenue of Rs 104.39 crore in FY23 compared with Rs 97.34 crore in the previous fiscal.

According to Tracxn, Pocket Aces had so far raised $21.2 million, or around Rs 176 crore at the current exchange rate, from investors such as Peak XV, 3one4 Capital, Kris Gopalakrishnan’s Axilor Ventures, North Base Media and NuVentures. Prior to the Saregama acquisition, Suresh, Pandita and Shrivastava together owned around 31% stake in the company.

On Thursday, shares of Saregama, which is a RP-Sanjiv Goenka Group company, ended 4.6% higher on the BSE at Rs 369.10.

Prime Video To Introduce Channels & Expand Local-Language Content Slate In Southeast Asia – APOS

Prime Video has big plans for the Southeast Asia region, including the introduction of channels and an expanded local-language content slate, the streamer’s Vice President, Asia Pacific, Gaurav Gandhi, told the APOS conference today.

Gandhi, who headed Prime Video India before being appointed to lead the wider APAC region in April, confirmed what Prime Video VP International Kelly Day mentioned at APOS yesterday, that channels and TVOD will be added to the streamer’s offering in Southeast Asia. Gandhi was speaking on a panel with David Simonsen, Prime Video Director, Southeast Asia, and Aparna Purohit, Head of Originals, India & SEA.

“We’ve always said we’re not just about the core SVOD service, but we’re also a content hub and marketplace with TVOD and channels,” said Gandhi, who relocated from Mumbai to Singapore in his new role. “We’re at different growth stages across the region – obviously we’ve been investing in Japan and India for a while, and we’re now getting started with David’s team here in building out Southeast Asia.”

At the same time as bringing partnerships and third-party channels to the service, Gandhi said Prime Video would also be looking at how to expand the local-language content slate in Southeast Asia, adding to the streamer’s long-established local output in India and Japan.

Purohit, who previously headed originals in India and has also had her brief expanded to take in Southeast Asia, talked about how she aims to bring some of the expertise gained in India to the region – with a focus on Indonesia, Philippines and Thailand.

“When we started out in India, we realised we needed to start building a community of writers, and we brought in consultants, writers and directors from outside India to help on some of our shows,” Purohit said. “That really helped to fuel the entire creative economy of the country and I’m excited to bring some of those initiatives here.”

Prime Video was one of the first global streamers to produce Indian shows that were well received internationally, with several breakout hits including Mirzapur , Inside Edge , Breathe and Made In Heaven . That strong track record continued this year with Raj & DK’s thriller Farzi and Vikramaditya Motwane’s period drama Jubilee . The Indian team also recently moved into unscripted with documentaries and reality show Mission Start Ab , following a group of young entrepreneurs.

Acknowledging that Southeast Asia is not homogenous, “every country has its specific nuances”, Purohit also said she was “excited about the possibilities” in the region and had recently met creators in Thailand where she felt the talent and passion “really transcended all barriers of language and nationality”.

She added that Prime Video already has strong teams on the ground in Southeast Asia and that the three territories the streamer is initially focusing on – Indonesia, Philippines and Thailand – are already “such prolific media and entertainment industries, with phenomenal talent. I’m just excited to build on that.”

While saying it was too early to announce specific projects, Purohit said the strategy in each territory is to develop “authentic and rooted” stories. “We just want to work for the audience and understand their preferences and taste,” Purohit said.

On the product and partnership side, Simonsen explained that Prime Video has spent the past year building out teams in Singapore and across the region, learning about engagement and acquisition strategies along the way.

“On the other side of the coin, we’ve been a little slow with some of our product infrastructure and it took us a while to get online with our payments, which is critical in this market,” he added. “But that came on board in Q2 this year and has made a big impact on the business.”

Prime Video initially focused on APAC markets such as India and Japan where it can offer the full range of Prime membership benefits, including shopping and fast delivery. Those services are not currently available in Indonesia, Philippines and Thailand, but Gandhi said the goals in terms of delivering a quality experience are the same: “We don’t see it as a barrier, it’s an opportunity to build a branded subscription service for Amazon in markets where we haven’t had that previously.”

Purohit said she’s optimistic that originals from this region can find an international audience. Citing Indian shows like Farzi and Made In Heaven , for which 20% of viewership is coming from outside India, she said: “The linguistic palette of pretty much every viewer has expanded and everyone’s watching content in more than three or four languages now. I truly believe that the next big global hit is coming from this part of the world.”

The Solicitor General of India Tushar Mehta made submissions on behalf of the Ministry of Electronics and Information Technology (MeitY) before the Bombay High Court in a challenge to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Amendment Rules, 2023 (IT Amendment Rules, 2023) on September 26 and 27.

These rules permit a fact check unit of the Union Government to identify fake, false, or misleading online content related to the business of the Central Government and demand its removal from the internet.

The fact check unit to be constituted under the IT Amendment Rules, 2023 will be the deciding authority for what information is false or true or accordingly, what information can stay online or must be taken down, said Gayatri Malhotra, Associate Litigation Counsel, Internet Freedom Foundation (IFF), said.

IFF is providing legal counsel to political satirist Kunal Kamra and Association of Indian Magazines, who are the petitioners in this case. Another petitioner is the Editors Guild of India .

This pertains to a case being heard regarding the constitutionality of the Information Technology (Amendment) Rules, 2023 in a PIL filed by Kamra and the Association of Indian Magazines.

The Editors Guild of India has also filed a petition in this regard.

“If the intermediary does not remove information flagged by the fact check unit, it risks losing its safe harbour under Section 79 of the IT Act. This could seriously threaten the independence of the free press on the Indian internet,” Malhotra said.

“’Fake’, ‘false’ and ‘misleading’ are vague and overbroad terms and have a chilling effect on free speech. Intermediaries will prioritise removing content flagged by the government rather than jeopardise their safe harbour status,” she explained.

The matter will next be heard on September 29, when rejoinder submissions are expected to be concluded, she said.

The Centre has given an undertaking to the Bombay High Court to not notify the proposed fact check unit until October 3.
